Peres' last sabotage

It is easy to assume that some sort of political and media riot would have erupted had an Israeli president published a plan to annex 100 percent of the territories. Members of the media and political establishment would undoubtedly demand he be deposed. And if the plan mentioned the evacuation of Arab communities, the way President Shimon Peres' plan calls for the evacuation of Jewish communities, then they would demand he be tried for war crimes.

Is a president obliged to refrain from helping form diplomatic plans, such as those that would split the country? (See what happened in the Israel Defense Forces and Hebron over the evacuation of two shops.) Not when the president is Peres, and the plan is to establish a Palestinian state on 100 percent of the territories. In other words, the plan reflects the opinion of many decision makers regarding what is and is not legitimate conduct for a president.

Prime Minister Ehud Olmert is reportedly "examining" Peres' proposal "in a positive light." And no one is commenting that Olmert is behaving like former prime minister Ariel Sharon did when Edna Arbel - then state prosecutor and now a Supreme Court justice - and Moshe Mizrahi - then head of the Justice Ministry Police Investigations Department - were closing in on him in the Greek island affair.

The plan is based on the assumption that the root of the conflict is territorial. And even now that the territorial concessions from Oslo have proved the opposite - that concessions only bring more violence and that Israeli withdrawals strengthen the extremists - the belief in continued concessions has not changed and is a major component of our diplomatic thinking.

Peres, who wrote enthusiastic articles in favor of the greater Land of Israel in a journal I edited, and Olmert, who collected signatures on a petition that stated "liberated territory will not be returned," and later guarded the settlers at the Kaddum camp with me, should know very well that the main reason for the Arabs' war against the Jews is ideological and not territorial, and that even a concession of 100 percent will not satisfy the Arabs.

This is why the 2000 withdrawal from Lebanon strengthened Hezbollah and not the moderates, and why Hamas, not Fatah, won control in free elections after 25 Israeli settlements were uprooted from the Gaza Strip.

If the conflict were territorial, a Palestinian state would have arisen in 1947 when the Jews greeted the partition plan with singing and dancing; certainly the Palestinians would have been prepared to accept the 1948 armistice lines as permanent borders. Ultimately they would have accepted - following an internal crisis, which they probably would not have overcome - the far-reaching concessions that prime minister Ehud Barak made to Palestinian Authority chairman Yasser Arafat in 2000.

But at the crucial moment, Arafat proved that even 96 percent of the territory, including the Temple Mount, was not his real goal. And now, with Hamas having won in free elections, will it accept less than Fatah would have?

The extent of the extremism can be seen through what is happening among the Arabs of Israel. A week ago, a delegation headed by Shawki Khatib, the chairman of the Higher Arab Monitoring Committee, met Palestinian Authority Chairman Mahmoud Abbas and demanded he refrain from any agreement with Israel that is not acceptable to Hamas.

For Israel - and the Palestinians - the plan is liable to become yet another disaster in the chain of disasters that the withdrawal school brought after Oslo. The move will strengthen Khaled Meshal, not Mahmoud Abbas. It is not the secular, pragmatic factions (if there are any) that will win the gratitude of the Palestinian public, but rather the jihadist factions.

Peres' plan will not be implemented because the territorial concessions will not satisfy the Palestinians, and because most Israelis, after the bitter experiences of recent years, have lost faith in the Palestinians; in Peres, the father of Oslo; and in Olmert, the deputy architect of the disengagement.
